The TJAAA Ombudsman Program

Nationally, long-term care ombudsmen are charged with protecting the rights of residents in long-term care facilities.  Those facilities are nursing homes and assisted living facilities, including continuing care retirement communities.

Resident Rights are clearly defined by national law.  They provide guidelines for maintaining the dignity and basic rights of the residents and guidelines for acceptable treatment.  Everyone, even those residing in a long-term care facility, deserve to be treated with respect and compassion.  Resident Rights were established to make sure minimum standards are in place.

TJAAA’s Ombudsmen work to preserve Resident Rights in our long-term care facilities.  They work with families on quality of life and quality of care issues.  They advocate on behalf of residents.  They provide educational opportunities for the public and for long-term care staff.

The Ombudsman Program also has another feature that helps to expand what can be offered – the Community Advisory Committees. The Community Advisory Committees were established by the NC State Legislature. Their mandate is to:

  • work to maintain the Residents’ Bill of Rights
  • promote community involvement and cooperation to ensure quality care

Most counties have a committee specific to nursing homes and one for adult care homes (assisted living facilities). Some counties have joint committees that visit both types of homes. Members are appointed by their local Board of County Commissioners to serve as volunteer, grassroots ombudsmen. Committee members receive training and technical assistance from the regional Ombudsmen.
